<image:title>Andrew Yang - Andrew Yang</image:title>
<image:caption>Democrat Known for his 2020 presidential run, Yang is an entrepreneur and non-profit founder. After a brief stint working in law and healthcare, Yang became CEO of Manhattan Prep, a GMAT, GRE and LSAT test prep company. Following Manhattan Prep, in 2011 he founded Venture for America, a non-profit meant to help uplift small businesses and young people in cities that were hit hard by economic deterioration by incentivizing entrepreneurship for economic growth. In 2020, Yang started another non-profit named Humanity Foward promoting ideas such as data privacy and Universal Basic Income (UBI). He left Humanity Forward after announcing his run for mayor. WHAT STANDS OUT Yang's background with non-profits appears to have given him experience with rebuilding cities via job creation, as he fears the role technology will play in automating away jobs for the average American. His work to create jobs across the U.S. with Venture for America was honored by the Obama administration, despite criticism that the program would not come close to hitting its target of generating 100,000 jobs by 2025. A pillar of Yang's campaign is his desire to institute a form of Universal Basic Income (UBI) for New Yorkers struggling to get by. Yang appears to have had minor success testing this idea out with Humanity Forward expecting to pay out over 1 million dollars to 500+ households in the Bronx in the form of $1000 cash payments. Yang believes one of the ways to fund UBI for struggling New Yorkers is to target tax-exempt landlords like James Dolan, owner of Madison Square Garden, who gets 40 million in tax breaks alone. SHORT ANSWERS On COVID: "I will be the anti-poverty mayor. That means a basic income program that uplifts 500,000 of our most vulnerable out of poverty, a People’s Bank, the nation’s first city-backed financial institution, and making NYC the leading COVID comeback city." On Healthcare: "NYC Care is an important resource to extend healthcare to uninsured New Yorkers. I will extend NYC Care to cover people seeking care at providers other than only H+H." On Criminal Justice: "As mayor, I will appoint a civilian NYPD Commissioner whose background is not one primarily in law enforcement, remove final disciplinary power from the Commissioner, and decriminalize certain crimes to prevent over-criminalization of certain communities." On Housing: "Housing, land use and development, and zoning decisions need to be driven by community needs, not solely by what developers think our city needs. We must realign priorities to give adequate consideration to affordability levels, not just number of units." Learn More About Yang’s Policies Here</image:caption>

<image:title>Dianne Morales - Dianne Morales</image:title>
<image:caption>Morales has spent the past decade serving as the CEO of Phipp's Neighborhoods, a non-profit that aims to help children and families rise out of poverty in the South Bronx via educational, career, and community resource programs. Morales has a lengthy resume serving New York's educational system, starting out in NYC's Dept of Education from 02'-04', serving as the director for the Teaching Commision from 04'-05', founding a child educational program named Jumpstart, and serving as the executive director of The Door, a youth development program from 05'-09'. What Stands Out Morales prides herself on her commitment to improving NYC's educational system and is the only candidate who is a former NYC public school teacher. She has dedicated much of her career across non-profits and local government roles to address educational problems for youth in low-income areas. Morales also started an outreach program on the Christopher St. Pier for homeless LGBTQ+ youth which grew into a program supporting housing development for them. Recently, she has been criticized for her role at Phipp's Neighborhoods, as the non-profit housing development program has come under fire for sub-par living conditions and failing to adequately serve its tenants. Morales' campaign manager has recently come out and admitted Phipp's is a "bad landlord"; however, Morales stated she remains committed to improving housing development programs for New Yorkers. SHORT ANSWERS On COVID: "In order to even begin to rebuild, we must first sign onto the demands for rent cancellation and debt relief to be paid for by taxing the wealthiest and/or federal aid. Additionally, we must expand city-based relief funds." On Healthcare: "I would champion the passage of the New York Health Act, and in the interim, would see that local community-based health organizations are funded to assist immigrants with their health needs." On Criminal Justice: "As mayor, I will move to end the long history of police brutality against communities of color, especially black people. We will not allow the NYPD to protect its members from accountability for acts of misconduct." On Housing: "A Housing for All initiative that fights to bring down and stabilize rents, prioritizes low-income earners, takes housing development and land significantly off the speculative market, and instead builds needs-based quality mixed-income housing." <image:title>Eric Adams - Eric Adams</image:title>
<image:caption>Brooklyn's Borough President since 2014, Adams is a former NYPD police officer who served for over 20 years before retiring as a captain. Upon his retirement, Adams was elected to the New York State Senate 2006' where he represented New Yorkers across Brooklyn. While in the New York State Senate, he chaired the Veterans, Homeland Security, and Military Affairs Committee and the Racing, Gaming, and Wagering Committee. Adams served 4 terms in the Senate before being elected as Brooklyn's Borough President. What Stands Out: Adams’ experience as a high-ranking member of the NYPD is something he claims equips him better than his competitors to address crime and police misconduct. In a time where police brutality is at the forefront of issues, Adams has claimed that his internal knowledge of the NYPD can allow him to change how they operate. While serving in the NYPD, Adams co-founded and chaired groups like 100 Blacks in Law Enforcement Who Care and Grand Council of Guardians that speak out against police brutality. While he has publicly rejected the idea of "defund the police," Adams does claim to recognize significant changes need to be made to how taxpayer money is allocated towards the police budget. However, with the recent surge of crime across NYC, Adams seems to be taking a "tough on crime" approach in order to combat the uptick in violence across the city. SHORT ANSWERS On COVID: "Give a tax break to businesses that pay the Commercial Rent Tax if they demonstrate hardship and commit to employment levels. Implement a weekly sales tax holiday on services and products likely to be paid for in-person, incentivizing local spending." On Healthcare: "We need to boost funding to NYC Cares and help immigrants sign up for MetroPlus and Child Health Plus through MyCity plan that connects every New Yorker with the services they qualify for." On Criminal Justice: "We will minimize misconduct by being transparent about police misconduct, making it easier for cops to report when their colleagues behave badly, and empowering communities to choose their precinct leadership." On Housing: "I will upzone wealthier areas so we can build affordable housing in areas with high quality of life and build the small, cheaper micro-units that are common today around the world." In 2014, she was appointed the Commissioner of Sanitation by Bill De Blasio until 2020. What stands out: Her experience under the current mayoral administration. Under Mayor Bill De Blasio, Garcia was relied upon to oversee the nation's largest municipal waste management agency and its 9,700 employees. Garcia prides herself on the role she played in enhancing NYC's sewage and water supply systems, recycling and waste disposal programs, and keeping roads and streets clear during storms. In 2019 after widespread controversy over whether the New York City Housing Authority (NYCHA) had adequately performed inspections to ensure safe living for its residents, Garcia was appointed by Mayor De Blasio to oversee the NYCHA as CEO and Interim Chair. Most recently, when COVID struck and NYC declared a state of emergency, she was named NYC's "Food Czar" and was tasked with organizing the delivery of over 100 million meals to food-insecure families. Garcia has since stepped down from her positions to run for mayor. SHORT ANSWERS On COVID: "I will expand protection for workers, instituting free childcare for working families, and more strongly enforce paid sick leave and fair work week laws. Additionally, I will build job pipelines from our city’s community colleges and trade schools." On Healthcare: "We must expand services of Health + Hospitals and invest more in telehealth for preventative and mental health care." On Criminal Justice: "When I was Sanitation Commissioner and oversaw a uniform agency that was 98% male, I had a zero tolerance policy. I would approach the NYPD in the same way, while also working to transform the culture from warrior to guardian." On Housing: "We need to create 50,000 units of deeply affordable housing (<50% AMI) as well as increase the overall housing stock to bring down rents by legalizing basement apartments, SROs, and streamlining ULURP." <image:title>Maya Wiley - Maya Wiley</image:title>
<image:caption>An attorney by trade, Wiley most notably served as special counsel to current mayor Bill De Blasio, in which she advised on legal issues pertaining to City Hall and the Mayor’s policy agenda. Wiley has worked for the U.S Attorney Office for the Southern District of New York, NAACP, the American Civil Liberties Union, and the Open Society Institute. She also founded the Center for Social Inclusion which focuses on undoing structural racism. Currently, Wiley is a professor and senior vice president for social justice at The New School, a position she's held since 2017. Wiley was also a legal analyst for MSNBC before deciding to run for mayor. What Stands Out: Wiley's legal background and experience working with the current administration under Mayor Bill De Blasio. She sees herself as a social justice activist who can use her legal background to hone in on issues such as police brutality. Under De Blasio, Wiley was appointed Chair of the Civilian Complaint Review board to oversee allegations of misconduct about the NYPD. However, she resigned within a year of being appointed in order to take her positions at the New School. While Wiley has never held public office or organized a political campaign, she prides herself on being on not being the "conventional candidate." Wiley claims that serving as a lawyer under current Mayor Bill De Blasio has given her exposure as to how she would run the city differently than her former boss. Her main priority appears to be addressing the city’s relationship with the NYPD. SHORT ANSWERS On COVID: "As the first plank of my Economic Recovery Plan, I announced New Deal New York, a $10 billion capital investment program that will create 100,000 new jobs to put residents back to work and build a better future for communities." On Healthcare: "Healthcare is a human right. I am working with experts to explore strategies that could create affordable health insurance options for New Yorkers not covered by existing programs, including undocumented immigrants." On Criminal Justice: "When I am mayor, we will no longer police poverty. We will put the public back in public safety with a transformed and right-sized NYPD and reassign functions that should not be police functions, such as school safety officers." On Housing: "I will use every tool available to help build more affordable housing in New York. That includes zoning and land use mechanisms where appropriate." <image:title>Raymond McGuire - Raymond McGuire</image:title>
<image:caption>McGuire is a veteran of the banking industry, having worked for Morgan Stanley for a number of years before moving to CitiGroup where he served as a Vice-Chairman and Global Co-Head of Investment Banking for over 15 years. He was also the co-head of Mergers and Acquisitions for Merrill Lynch before moving on to CitiGroup in 2005. While McGuire's career has amassed him tremendous wealth, he started out with nothing, earning scholarships to prestigious schools like Harvard Business and Law School. What Stands Out: McGuire has spent his entire career in the private sector, mainly banking, with significant ties to Wall Street. McGuire has described himself as “the longest-standing head of an investment bank in the history of Wall Street.” Given the issue of economic inequality, some are wary of McGuire's wealth and ties to Wall Street. However, McGuire sees himself as a financial specialist who could guide NYC out of a fiscal hole COVID has left. As one of the few African Americans on Wall Street with such clout, he has tried to use his position to raise awareness of the damage of racism, recently co-authoring a paper on how racism has cost America 16 trillion dollars since the year 2000. McGuire claims that if elected, his term will be deemed "the most inclusive comeback" due to his expectation to uplift impoverished black and brown communities. SHORT ANSWERS On COVID: "Ray’s Comeback Plan will bring back more than 500,000 good jobs through immediate financial support, wage subsidies, targeted job training, cutting red tape, and launching a major infrastructure program." On Healthcare: "Ray will engage in conversations with local nonprofits within immigrant communities to ensure language and cultural competency in our healthcare system. He will aggressively push to get more people signed up for coverage through NYC Care. On Criminal Justice: "We need to bring real reform to the NYPD and put an end to police violence. We need to ensure that our city has policing that is respectful, accountable, and proportionate. On Housing: "Ray will prioritize housing for low-income New Yorkers and will leverage subsidies and city-owned property to build housing that is actually affordable to people who live in the neighborhood in which it is being built." <image:title>Scott Stringer - Scott Stringer</image:title>
<image:caption>As NYC's Comptroller, Stringer is responsible for monitoring the city's fiscal health by identifying waste, fraud, and misuse of power in local government. Additionally as Comptroller, Stringer has worked to ensure city agencies are helping New Yorkers. He started his career as a NY State Assemblyman in 1983, and eventually was elected to Manhattan Borough President in 2005. After almost 10 years, Stringer went on to win the election to become NYC's comptroller in 2014, a position he still holds. What Stands Out: Stringer has dedicated his career to NYC politics, holding various positions with the NY government. Throughout his career, Stringer has been a liberal presence in NY politics, consistently advocating for progressive policies since the 1980s. Stringer is widely considered to have been an effective Comptroller, and he claims his role of keeping NYC fiscally healthy and understanding how the city spends its money is crucial experience given the financial hole COVID has caused. As Comptroller, Stringer was tasked with overseeing and growing NYC's 240 billion dollar pension fund, and he started the first major divestment from fossil fuel companies to address climate change. Given that his job as comptroller was to audit NYC's agencies and monitor their effectiveness, Stringer claims he already knows NYC's system inside-out and can start making a change from "day 1." There is some controversy surrounding Stringer with a recent allegation claiming that when running for Public Advocate 30 years ago, that he sexually assaulted a volunteer who worked for his campaign. Stringer denies the accusation and said that he welcomes an investigation into the matter. SHORT ANSWERS On COVID: "Our next mayor will oversee a massive recovery effort that will require policy, management, and coalition-building skills, and a commitment to building back a stronger, fairer economy. I believe I have the skills, experiences, and vision to do that, uniquely." On Healthcare: "We need to expand models of culturally competent care for all New Yorkers, including new immigrants and regardless of immigration status. As mayor I will make sure that everyone, in every neighborhood, is connected to quality, affordable healthcare." On Criminal Justice: "I will appoint a commissioner who understands NYPD isn’t autonomous and cannot act with impunity; strip the NYPD of final say on discipline, empowering the CCRB with authority; and redouble resources to investigate and prosecute other claims, including racial profiling." On Housing: "We need to stop pretending that private developers are going to deliver the housing we need and build a new generation of social housing that is permanently protected from speculative market forces and actually affordable to working people." <image:title>Shaun Donovan - Shaun Donovan</image:title>
<image:caption>Dubbed a "housing specialist," Donovan served as the Commissioner of the The NYC Department of Housing and Preservation and Development from 04'-09' under former Mayor Bloomberg and as the United States Secretary of Housing and Urban Developmentfrom 09'-14' under former President Obama. Donovan also served as the Director of the US Office of Management and Budget from 14'-17'. Donovan started out volunteering at a homeless shelter in college, which led to working for non-profits in Brooklyn that focused on rebuilding neighborhoods What Stands Out: Housing. Donovan claims that his experience guiding the U.S. out of one of the greatest housing crises in history has given him insight on how to make cities like New York more attractive. With COVID driving families out of New York to live in more spacious and affordable areas, Donovan has suggested New York should be a city of “15-minute neighborhoods,” meaning all New Yorkers live within walking distance of a good school, efficient transit, grocery stores, and a park. His experience on a national level has given him insight as to how other cities all over the country operate and how New York can adopt some of their methods. Donovan believes that his ability to understand housing is inextricably tied to reviving NYC’s COVID hit economy. SHORT ANSWERS On COVID: "We will get New Yorkers back to work quickly by creating 500,000 jobs by 2025. Through partnerships with Business Improvement Districts, apprenticeship programs, and an NYC Job Corps, we will get back the jobs we lost due to COVID." On Healthcare: "We will work to close the coverage gap by expanding eligibility for the Essential Plan to all low-income New Yorkers, regardless of immigration status, and invest in quality community health centers in each neighborhood." On Criminal Justice: "I’ll prioritize a community-led approach to safety, expand the network of professionals asked to address emergencies, appoint a commissioner that shares my view of public safety, and build an NYPD leadership team that is representative of the city’s diversity." On Housing: "We must improve housing protections and vouchers, invest in preserving and expanding our affordable housing, and revise land use policies to ensure the production of affordable and equitable housing occurs across the entire city."
